AdaptationHubs kick off meeting

In Zagreb, partners launch AdaptationHubs to address multi-level climate resilience

Communities are building resilience to climate hazards – but how do we scale this action up across Europe?
The brand-new AdaptationHubs project is building a network of 27 National Adaptation Hubs across Europe – one in each Member State – to improve coordination, share solutions, and strengthen the way climate risks are managed at national and local levels. Partners met in Zagreb, Croatia from 10-12 December to launch the much-awaited project, an EU-funded initiative supporting the EU Mission on Adaptation to Climate Change.


Led by REGEA, a Croatia-based organisation under the technical coordination of Miljenko Sedlar, and co-coordination of Tomislav Novosel at IEECP, AdaptationHubs brings together leading European climate experts to drive this ambitious effort. Together, 32 organisations will work in partnership with national governments as they unify EU Member States’ work on climate resilience and preparedness through a multi-level governance approach. ICLEI Europe, in particular its Resilience and Climate Adaptation Team, will be instrumental in maximising impact and sustainability of the initiative through its expertise in communications and building capacity of local governments.


Why is AdaptationHubs timely?


The project, known as National Adaptation Hubs, in its long form, will help European countries work better together to prepare for climate change impacts. The project is building a network of 27 National Adaptation Hubs across Europe, each of which will foster collaboration among governments, regions, cities, experts, and communities to turn climate strategies into real action.


Through peer learning, twinning, partnerships, and exchange programmes, which will be offered under this flagship initiative, countries can learn from one another and adapt faster and more effectively. A Central Support Facility will offer expert guidance, training, and shared resources, run a helpdesk to connect hubs to EU tools like Climate-ADAPT, and share lessons across Europe and internationally.


AdaptationHubs will also draw on the knowledge of 27 national expert organisations, ensuring technical excellence, coordination capacity, and political relevance. This design is key to streamlining the coordination set up and swiftly delivering on adaptation capacity in line with EU Mission’s objectives and measurable outcomes.


AdaptationHubs supports the European Green Deal, the EU Adaptation Strategy, and the EU Climate Law, with the goal of leaving no country, city, region, or community behind in facing climate impacts. In its efforts to connect people, organisations, and governments, AdaptationHubs helps make Europe more resilient, safer, and better prepared for the future.


Looking ahead

Over the next two years, AdaptationHubs will ideally achieve the following:

  • 27 National Adaptation Hubs established and operational
  • 135 working sessions coordinated through national hubs
  • 1 Central Support Facility established
  • 19 peer-learning and capacity-building activities
  • 1 EU-wide grouping scheme developed
  • 54 regional twinning partnerships supported by NAHs
  • 1 EU pilot twinning programme launched
