Overview 

The NAH is envisaged to be anchored within the Latvian Association of Local and Regional Governments (LPS), leveraging its established role as an association representing municipalities and regional governments across Latvia. LPS is engaged as the national implementation partner for the Adaptation Hubs project, within which NAH structures are being developed.The NAH is expected to function as a bridging platform between national climate policy and sub-national implementation.

At inception stage, the NAH is assumed to operate as a light-touch coordination and knowledge platform, supporting climate adaptation across governance levels rather than acting as an implementing or regulatory body. Its role is envisaged as enabling exchange, alignment and capacity-building, with flexibility to evolve based on stakeholder needs and institutional validation.Main activities: • Coordination and dialogue activities, such as multi-level coordination meetings or roundtables, bringing together national authorities, regions and municipalities to discuss adaptation priorities and implementation challenges.

• Thematic workshops and peer-learning events, focused on specific adaptation topics (e.g. climate risk assessment, integration into spatial planning, nature-based solutions).

• Advisory and facilitative support, providing guidance to local and regional authorities on how to interpret national adaptation objectives, use climate data, or integrate adaptation into existing planning processes.

Through the NAH, regions are expected to act as intermediate coordinators between national policy and municipalities; support horizontal learning and exchange of adaptation practices across municipalities; contribute to territorial perspectives on climate risks and adaptation priorities, especially in spatial planning and infrastructure development.

Municipalities are the primary target group and core users of the NAH. Engagement at local level is expected to include access to guidance, tools and good practices for integrating adaptation into local development, spatial planning and sectoral decision-making; structured opportunities to communicate local needs, challenges and lessons learned upward to national policymakers; participation through existing networks, ensuring broad and inclusive representation.
