Overview

The Croatian National Adaptation Hub is being developed as a national multilevel governance mechanism for climate change adaptation. It builds on the already established architecture of the Multilevel Climate and Energy Dialogue developed under the NECPlatform project, meaning it is not created from scratch but upgrades an existing coordination structure. Institutionally, it is anchored in the Ministry of Environmental Protection and Green Transition, where the National Climate Centre operates, while REGEA acts as the national implementer and coordinator of the Hub’s development and working processes. In this way, the Hub combines an institutional anchor at national level with an operational coordination role that supports cross-sector and cross-level cooperation.

The Hub supports the practical development of adaptation governance in Croatia by convening key actors, identifying support needs, and coordinating activities linked to national adaptation policy, knowledge and implementation. Its current and planned work includes support to the development of the National Climate Centre, mapping projects and good practices in adaptation, improving climate-proofing methodology, creating policy overviews and dashboards, and organising dedicated working groups and interministerial discussions. The main stakeholders include the Ministry of Environmental Protection and Green Transition, the Ministry of Finance, other relevant ministries, academia, the financial and business sectors, the Association of Cities, the Association of Counties, NGOs, and other actors relevant for adaptation planning and implementation.

The core objective of the Croatian National Adaptation Hub is to strengthen and institutionalise coordinated, multilevel and cross-sector climate adaptation governance in Croatia by connecting national institutions, local and regional authorities, and other key stakeholders around practical support, knowledge exchange and implementation-oriented action.
