Overview

The Bulgarian NAH is a multi-stakeholder platform that facilitates dialogue and coordination on climate adaptation, with a focus on supporting implementation at national and local level, particularly involving municipalities. The hub is coordinated by EnEffect. At present, the NAH is not formally anchored within a specific institutional structure. It operates as a stakeholder platform based on regular engagement and exchange among key actors. The NAH builds on existing structures, in particular the national energy and climate multy-level dialogue platform established under the NECPlatform project, as well as the EcoEnergy municipal energy efficiency network, which enables outreach and engagement with local authorities.

The NAH organises regular stakeholder discussions and exchange formats to support knowledge sharing and coordination on adaptation. Key stakeholders include national institutions, municipalities, the National Trust EcoFund, and the Bulgarian representative to the EU Mission on Adaptation, but NAH sessions are open for participation to all intersted parties. The first hub meeting was held on 17 March 2026 as part of the EcoEnergy annual conference, with participation from high-level national authorities and local stakeholders. Engaged local entities include 19 municipalities and 2 regional administrations members of the EcoEnergy Municipal Energy Efficiency Network

To support coordinated climate adaptation action in Bulgaria by connecting national and local stakeholders and strengthening implementation capacity.
