National Hubs

AdaptationHubs is a Coordination and Support Action designed to fully respond to the objectives of the HORIZON-MISS-2024-CLIMA-01-02 call and to act as a practical delivery mechanism for the EU Mission on Adaptation to Climate Change. The project will lead to the creation and operationalisation of at least 27 National Multilevel Governance Adaptation Hubs (NAHs) across EU Member States, either by establishing new structures or strengthening existing ones. These hubs will be connected through a structured grouping and twinning framework that enables cooperation, peer learning, and joint action at national, cross-border, and EU levels

The project builds on an advanced state of readiness. A network of 27 national expert organisations has already been identified and engaged, each closely linked to their country's adaptation governance framework. These organisations have assessed existing institutional arrangements and mapped key national stakeholders. This guarantees that AdaptationHubs focuses from day one on implementation, results, and impact.

To extend impact beyond the EU-27, AdaptationHubs will also implement a dedicated outreach programme engaging Associated Countries and Asia (Japan) and other non-EU countries, reinforcing Europe’s leadership in climate resilience and adaptation governance. AdaptationHubs will also engage ICLEI's Global Secretariat and the Making Cities Resilient 2030 (MCR2030) initiative of the United Nations Office for Disaster Risk Reduction (UNDRR). This outreach, some in the form of mutual capacity-building webinars, will spread the knowledge and methodology emerging from the Mission and NAHs to interested regions and national partners.
