The NAH will serve as a multi-level governance platform facilitating coordination, knowledge exchange, and collaboration across sectors and governance levels. The core NAH participants are the Department of Environment, the Water Development Department and the Directorate General Growth (of the Ministry of Finance). The broader stakeholder groups cover the national and local level, and also include Academic Institutions, Research Centres, NGOs, Associations, and private organisations.

The NAH will support the national government in fulfilling the obligations set out in the European Regulation on the Governance of the Energy Union and Climate Action (Regulation (EU) 2018/1999) by strengthening coordination across ministries, agencies, regions, municipalities, academia, businesses and other relevant actors, and improving the flow of information and support between national and territorial levels on top of integrating contributions from horizontal actors. In addition, the NAH will support local stakeholders will training and capacity building needs.
